How can I determine if a Relisted Item is eligible for a fee credit?

Detailed Description
Valid Scenario:
- Item A is Listed.
- Item A ends without a winning buyer
- Item A is relisted as Item B.
- Item B ends with a winning buyer.
Item B is eligible for a relist credit because it sold successfully.
Invalid Scenarios:
- Item A is Listed.
- Item A ends without a winning buyer
- Item A is relisted as Item B.
- Item B ends without a winning buyer
- Item B is relisted as Item C.
Item B is not eligible for a relist credit because it did not sell.
Item C is not eligible for a relist credit, even if it sells successfully, because it originated from a 'relisted item'.
- Item A is Listed.
- Item A ends without a winning buyer
- Item A is relisted as Item B.
- Item B ends without a winning buyer
- Item A is relisted as Item D.
Item B is not eligible for a relist credit because it did not sell.
Item D is not eligible for a relist credit, even if it sells successfully, because it was the second relist. Only the first relisted item is eligible.
